Warehouse Conversion: An Industrial Building Turned into Homes in Vereeniging

A4AC Architects converted a disused industrial building in the Vereeniging CBD into a rezoned multi-use facility providing affordable, decent housing for working people, with parking held in the former warehouse volumes alongside. The existing masonry shell was retained. A new reinforced concrete column-and-beam structure was built inside it, and the upper floors were framed in lightweight construction to keep load off the frame below.

Why you build a new structure inside an old one

Industrial buildings are generous in exactly the way housing needs — tall volumes, long spans, solid external walls, good light from high-level glazing — and useless in exactly the way housing cannot tolerate. They were built to store things. Floor loads were calculated for stacked goods, not for compartmented dwellings with wet services and fire separation. Floors are few and far apart. Internal structure sits wherever the original process needed it.

So the workable answer is rarely to adapt the old structure. It is to leave the shell doing what it does well — enclosing, weathering, carrying its own weight — and insert an independent frame to carry the new building. On this project that meant casting a new column-and-beam concrete structure within the existing envelope, and hanging the new floor plates off it. The old building becomes the coat. The new frame becomes the skeleton.

It also means the two systems can be detailed to move independently, which matters when a century-old masonry wall meets fresh concrete that will shrink and creep for a year after it is poured.

Getting the loads right: brick low, drywall high

The upper floors were built in drywall rather than masonry, deliberately. Every kilogram at high level is a kilogram the frame, and eventually the foundations, has to carry — and in a conversion the foundations are whatever was put there decades ago for a different building.

Masonry gives acoustic mass and durability where it counts, at the lower levels and in party walls between dwellings. Lightweight partitioning gives speed, flexibility and a fraction of the weight higher up, where the accumulated load is greatest and where the marginal cost of extra mass is highest. Mixing the two is not a compromise. It is the correct answer to a structure whose capacity is inherited rather than designed.

That decision has a second benefit. Drywall partitions can be moved. If the unit mix needs to change in ten years — smaller units, larger units, a different tenure model — the upper floors can be replanned without touching the frame.

Parking, which is usually what kills a CBD conversion

Residential rezoning carries parking requirements, and inner-city sites almost never have room for them. It is the single most common reason a promising conversion fails at planning stage.

Here the building solved its own problem. The adjoining warehouse volumes — large, level, already serviced by vehicle access — became the parking garage. No new structure, no land acquisition, no excavation. That is the kind of advantage only an existing industrial site offers, and it is worth looking for before dismissing a building as unconvertible.

Rezoning industrial land for housing

A building used for industry cannot simply be occupied as housing. The land use has to change, and in South Africa that means a rezoning application through the local municipality, with the attendant public participation, departmental comment and conditions of approval.

The application is stronger when the architecture is resolved enough to answer the questions a planner will ask — density, unit count, parking provision, refuse, access, overlooking, fire separation and escape. We work the rezoning and the design together rather than sequentially, because a scheme designed in isolation and then submitted usually comes back requiring changes that undo it. It is the same discipline we apply to industrial architecture generally, where use, servicing and approval are inseparable from the plan.

Designing from the building that is actually there

Original drawings for industrial stock of this age are usually missing, incomplete, or describe a building that was altered repeatedly afterwards. On a conversion, where a new frame has to thread between existing columns and under an existing roof, guessing is expensive.

We work from measured reality using LiDAR scanning to produce as-built documentation accurate to within millimetres. Every subsequent decision — where the new columns land, how much headroom the beams leave, whether a floor plate clears an existing opening — is made against the building as it stands rather than as someone drew it in 1960.

What this building now does

The completed facility provides affordable rental housing in a city centre, within walking distance of work, transport and services. That combination is rarer than it should be. Most affordable housing in South Africa is built on cheap land at the urban edge, which transfers the cost from the developer's balance sheet to the resident's daily transport bill and their time.

Converting well-located industrial stock inverts that. The land is already central, already serviced, already connected. The structure is already standing, so the embodied carbon in its concrete, brick and steel is spent rather than spent again. And a building that had stopped contributing to the city goes back to work.

When is a building worth converting?

Not every industrial building is a candidate, and the honest answer at feasibility stage is sometimes no. The factors that decide it:

Floor-to-floor height. Enough to insert new floors, services and ceilings and still leave habitable head height. Tall industrial volumes are the opportunity; low ones rarely work.

Structural soundness of the shell. The envelope has to be worth keeping. Walls that need extensive rebuilding erase the advantage.

Light and depth. Dwellings need daylight and outlook. A very deep plan with windows on one side only limits what can be done, though high-level industrial glazing often helps more than people expect.

Location and zoning prospects. A well-located building in a municipality open to residential densification is a different proposition to an isolated one on land the city intends to keep industrial.

Somewhere to put the cars. As above — often decisive.
